Cross-venue matched market clusters from Postgres: cluster row, member markets with outcomes, optional related/raw edges. LIMIT/OFFSET pushed into SQL (max 100). Served matches are LLM-verified and stay valid, but COVERAGE can be incomplete: adjudication is a separate gated step and while paused no new match is promoted - see `freshness`. An empty page is a billable 200.
