Returns yes/no prices for up to 50 condition_ids, read from an in-process market cache; no DB or upstream call. Prices are up to ~60s stale (updated_at is the cache refresh time). Unknown or long-tail ids return found:false with null prices in a 200, so an all-null response is still billable. 503 when the cache is not hydrated.

answered 402 with payment requirements we could parse.
