Query: ?area=CA (2-letter state code) or ?point=34.05,-118.24; optional severity=Extreme|Severe|Moderate|Minor and event='Tornado Warning'. Returns up to 50 normalized alerts: event, severity, urgency, headline, affected areas, onset/expiry. count=0 means no active alert matches. 2 min cache.
